Cash discounting advertises a single price that already includes card cost and takes a stated discount off for cash, which is treated differently from surcharging under both card-network rules and many state statutes. The distinction is legally meaningful and often misrepresented by sales agents, because the two models are marketed interchangeably but regulated differently.
